Feature request: provide way to identify which placement definition was responsible for a member cluster resource #151

Cluster user

As a cluster user, I want to be able to determine which ClusterResourcePlacement or ResourcePlacement was responsible for a resource being present on a member cluster that I am using.

I don't have access to the hub cluster and am not a cluster administrator so I can't inspect placements that have been created and determine

Multi-cluster admin

As a multi-cluster administrator, I want to be able to determine which ClusterResourcePlacement or ResourcePlacement was responsible for a resource being present on a member cluster so that I know which placement definition is responsible for the resource being present on the member cluster.

I may have a large number of resource placements that target many resources. I don't want to have to check every placement definition until I find the right one.
