This means we no longer need to worry about engines without mutable global support.

I think this makes sense; it brings the date of the oldest chrome mostly in line with the other browsers. Probably the date of the oldest Chromium matters more though, since Chromium seems more likely to be embedded in in random non-updateable places.

This means we no longer need to worry about engines without mutable
global support.
