Address new warnings from Microsoft.CodeAnalysis update

#119017 is updating the version of Microsoft.CodeAnalysis,
and suppressing some new warnings globally with NoWarn. This issue tracks removing the suppressions
and fixing the new warnings (started on this in #119077).
