Drop support for Python 3.9 (EOL) #311
Description
As per #309 and https://devguide.python.org/versions/, version 3.9 reaches End-of-Life (EOL) this month, Oct 2025.
We should bump the minimum version required to 3.10 following the example in the last bump PR #272.
