Install instructions do not work

The README for the project points users to https://www.swift.org/install to install Swiftly but that does not link downloads of Swiftly. So currently there are no working instructions to install Swiftly, causing confusion amongst users - https://forums.swift.org/t/introducing-swiftly-a-new-swift-toolchain-installer-and-manager/67254/34

Suggested solution - re-add the instructions on how to install Swiftly via the script or correct the download link until it's available on Swift.org
