PR: Add/refine more Editor prefs tooltips & refactor confpage

Description of Changes

• Wrote at least one-line docstrings (for any new functions)
• Added unit test(s) covering the changes (if testable)
• Included a screenshot or animation (if affecting the UI, see Licecap)

Followup to PR #25004

• Add tooltips to a number of additional items in the Editor preferences pane where clarifying explanation would be potentially helpful to users
• Refine a few existing tooltips for better line breaks and clearer language
• Clarify UI text for occurance highlighting, and set and document a more reasonable upper bound for the timeout
• Refactor rest of Editor pref tabs in confpage.py to group content by session, in order, for better readability and maintenance and to be consistent with the rest of the file and the other plugins
