more goal rotation

This PR:

• adds more of the content for the period rotation missing from move 2025h1 to archive; autogenerate blog post content and champion reports #418
• marks 2025h2 goals as accepted in the UI -- goal pages still refer to them as proposed in older periods, so I didn't change that here

A bunch of things still look broken, I'll fix them later PRs.
