This is almost exactly #14262, with one difference:
Thetypescriptpackage is pinned to5.2.2instead of bumped to5.3.2.The
typescriptpackage bump from5.2.2to5.3.2is simply left out.This switch is a TODO for the future, for someone smarter than me.
The reason is that with that bump, both CI and me locally keep running into this:
✖ ERROR: error TS6053: File '@tsconfig/strictest/tsconfig.json' not found.
