Pull Request Overview
This PR modifies the GitHub Actions release workflow to create releases as drafts instead of immediately publishing them. This allows for manual review and approval before making releases public.
- Updates release creation to use draft mode with prerelease flags
- Changes tag naming convention to include "server/" prefix

Setting both draft: true and prerelease: true may be redundant. Draft releases are typically not published and don't need the prerelease flag. Consider whether both flags are necessary for your workflow.
