[Feature request] Visual configuration for "enable Reviewer Reassignment for Area Chairs"

Problem

Currently, to enable the "reviewer reassignment for area chairs" (as instructed here: https://docs.openreview.net/how-to-guides/paper-matching-and-assignment/how-to-enable-reviewer-reassignment-for-area-chairs) one needs to edit the group. There is no information to the user setting up the venue that the reassignments are possible or not when setting up the reviewing stage. Which brings other problems on its own.

Request

Instead of having to add a variable to the group, there should be a visual option on the review stage that allows to turn the reassignment when one is configuring the revisions.

Suggestion for option on the "Review Stage":

*Allow reviewer reassignment
Should the area chairs (and senior area chairs) be able to reassign the reviewer assignments.
[] Yes, area chairs (and senior area chairs) should be able to reassign reviewers
[] No, area chairs (and senior area chairs) should NOT be able to reassign reviewers

(I'm not sure if the SACs can re-assign the reviewers as well since it is not clear from the original instructions. I'm assuming they should be able to do it as well.)

Then, when one marks "Yes, ..." the variable "enable_reviewers_reassignment" should be set to "true", and if selected "No,..." it is the current behavior.

We are working on a new configuration UI and we will make sure there is a nicer UI to edit the group configuration.
