Consoles: Show users their anon ID for a paper

Request from CVPR - as a reviewer you can have many anon IDs, but it's not clear what your anon ID is for a specific paper. When an AC leaves a comment and says "Reviewer XYZ...", it's not obvious to reviewers that it's about them. There are ways they can figure it out or deduce that it's them, e.g., if they saw their signature or already posted a note and saw their ID.

One place to add this info is in the console for each paper, but maybe there are better places.

I would really like to support mentions in the comments where the AC can mention the anon group id and then the UI can render the identity of the reviewer if the logged user has the right permissions.

a quick workaround could be the Reviewers console to show the anon id for each of their assigned papers
