Popup for "New Assignment Configuration" should explain the fields

When opening "New Assignment Configuration", a really long (and a bit horrifying) pop-up form opens, with many fields that are not much self-explaining (User Demand, Alternates, etc.), see below:

Surprisingly, this documentation contains quite good explanations for each of those fields, and these explanations are also very short.

Pop-up form: "Number of users that can review a paper"
Doc: "The number of users that should be assigned to each paper"

and so on. The wording in the documentation is much clearer, whereas the form texts are quite ambiguous.

Why not improve the pop-up form and use the texts from the documentation?
