update torchmetrics requirement

What does this PR do?

Based on user request, updating torchmetrics to v0.10 upper limit.

v0.10 introduces some major API changes to the classification metrics, but they should be backwards compatible. We will need to adjust the code logic when torchmetrics releases v0.11.
