Create Open Bench instance and start using it

OpenBench is critical for SPRT and trying out new ideas.

Its wiki has requirements and everything that is needed for setting up an instance that I could use:

• bench command line command
• Makefile for building the engine
  • EXE= to support different names
  • EVALFILE= to support loading different networks
