Implement RFC9728 OAuth 2.0 Protected Resource Metadata

Last month the RFC9728 has been released. It allows resource providers to give information about itself, and notably about which authorization servers it will accept tokens.

I suggest to implement RFC9728 in OpenID-Connect-PHP.
