Rework static-resource uploads

We should support the following types of static resources

• - "local" - a resource whose source of truth is internal
• - "linked" - a resource whose source of truth is external

The UI for managing a linked resource should have at least the following options:

• - “Unlink” - copies the resource into the current project ( it becomes its own source of truth )

Installing a project should create static resources for all it's files
