fix: add docs/tests for mismatch utilty #4323

@inosmeet has got the mismatch utility separated out enough that it should be usable separately from cve-bin-tool. This is a reminder for him that we need some docs for that and probably a couple of tests for the new mismatch cli setup to go with the code.
