Allow configuration of the `attr-sorted` sort order

The attr-sorted rule currently has a rigid built-in order for the attributes, that cannot be changed (as far as I can see).

It would be better if this sort order array was exposed to config, so the end user project can override HTMLHint's built-in sort order with their own - in case of differing views of what order attributes should be in, and/or common project-specific custom attributes.

Came to add this request after I had to to recently start working with AEM, which made me want to enforce some rules like this one:

“Always place block statements before the regular HTML attributes.”
