Switch to ReadTheDocs for hosting

I feel the value of pull request previews is hard to argue with. I'm thinking of switching all of our web content for GeoJupyter over to ReadTheDocs, including the homepage! Right now, geojupyter.org uses ReadTheDocs for PR previews, but deploys the live site with GitHub Pages, and that seems like needless complexity.
