Update Microsoft.Identity.Web dependencies

It looks like we're currently reference version 3.0.0 of Microsoft.Identity.Web and related packages: https://github.com/dotnet/aspnetcore/blob/main/eng/Versions.props#L154-L157. The current latest version of Microsoft.Identity.Web is 3.14.1.

I did a quick check on a few other packages and none I checked were at the latest version.
