IIS running on arm64 with x64 emulation loading incorrect hostfxr?

There's been a report that at some point between 10.0 preview4 and preview7, something changed that's causing the arm64 version of hostfxr to be loaded when running an x64 app targeting IIS.

We should confirm, and if so, fix the issue.
