Populate OTel Schema URL on Activity Sources and Meters

Is your feature request related to a problem? Please describe the problem.

OTel telemetry should have schema source and version associated with it. It helps to validate, transform, evolve, and query telemetry data. See dotnet/runtime#63651 (comment) for the context

Describe the solution you'd like

SchemaURL support is being introduced in .NET 10 - dotnet/runtime#113034, we should set it on ActivitySources and Meters created by ASP.NET Core, SignalR, RateLimiting, etc (see all sources and meters, probably also this meter)

@danmoseley Partially, yes. There is a PR here: #62090. I'm talking with some MS/OTEL folks about this offline.

I'm going to make a very conservative change to unblock the customer for .NET 10 (defaulted to off, app switch to turn on) and then we'll build up top of that work and enable by default in .NET 11.

Actually wait, this is a different issue to what a linked to. I haven't seen this before. I'll look into this.

The URL hasn't been set on other metrics/activity source's in .NET 10. Can wait for .NET 11.
