changesets optimizations

• Should a changesets PR actually run through the whole default pipeline, or skip most of it?
• Creating the contents of the changelogs
• Should we still release the migration (and stylelint) packages, even though that there are no changes most the time?
• How could we add a _version bumb_ default comment especially for the latter ? Same for @db-ux/core-foundations in most component based releases.
