macos-13 hangs, and is going away soon, should be removed from reusable workflow. #304
Description
macos-13 jobs started hanging a little while ago. Besides, that image is going away soon, so it should be removed from reusable.yml.
It would be nice to have an exclusion list for OSes and OS versions.
