1.0: remove JIT resolve policy

This will obviate the need for loadAllControllerLocals altogether.

I haven't found a compelling use case for JIT resolves, and they complicate the architecture a bit.

JIT is no longer a thing. Now, the end user can use Eager, Lazy, or handle Resolvables manually using ResolveContext.resolvePath() or Resolvable.get()
