Due to changes in Quiche, the HTTP/3 patches no longer apply correctly. This will revert to an earlier commit until we can figure out what's really going on.

Due to changes in Quiche, the HTTP/3 patches no longer apply correctly. This resolves #218 by reverting to an earlier Quiche commit until we can figure out what's really going on. This should only be a stopgap measure, as any improvements (and security fixes!) made to Quiche after this point will be ignored.
