Currently, Azure Pipelines PR Validations will always fail because the msbuild compiler for netcoreapp2.1 target framework is acting strange, it is requiring arbitarily specific SDK version, depending on which msbuild is installed.
We're dropping netcoreapp2.1 build target for the test project.
