WebAssembly/wasi-libc#591 is now merged, and I've now updated this PR. |
Skip downloading one to use the just-built version.

The windows failure is probably something we should fix in wasi-libc eventually, but I think it's also best to use the just-built compiler-builtins instead of falling back to the download too, and that last commit should do that (in theory) |
