Add script to generate cgmanifest

PR Context

Component governance assumes that we are an fxDependent app. This script finds the components that we miss and tells them through cgmanifest.json to add those packages back.

There is a hard coded list of developer dependencies, which we currently ignore. CG ignores them, so I think it is safe for us to.
