this allows the toml file to validate correctly

Will leave this open for review as a courtesy. If there's no response to this by the next time I go to update the config, I will likely merge this unless there are objections since I'm not aware of any other live systems running off of these ansible scripts beyond the one i'm running |

An error (presumably with xmpp) potentially caused the container to repeatedly restart and caused Discord to revoked the bot token. This updates the bot token and adjusts some config to ensure the boolean values are put into the toml file in lowercase
