Update Windows SDK version to Windows 11's

recently, i've encountered a frustrating encounter with the VS installer where it automatically uninstalled Windows 10 SDK version that Dn-FT uses, 10.0.20348.0.

when i tried to reinstall it via the VS installer, the option was removed, only showing a single Windows 10 SDK version 10.0.19041.0.

with Microsoft trying to phase out Windows 10 by October 2025, it seems they might also do the same with the only remaining Windows 10 SDK available in the VS installer (as of writing).

until then, it seems we must change the SDK version yet again to prevent this issue

unless we need to add an extra step in CONTRIBUTING.md to fetch the Windows 10 SDK from a nested archive page?

Dn-FT definitely needs to move on from being OS-dependent sometime soon...

update: testing with the Windows 11 SDK 10.0.26100.0 and it builds fine

maybe we can use it instead if it's compatible

it seems that the windows-2022 image runner that runs the builds have also deprecated 10.0.20348.0:
