[APMAPI-1474] ci: add config inversion CI steps

What does this PR do?

Following #4788 the next step is to enable CI steps:

• step running on every branch/commit ensuring all keys in the local file exist in the registry
  • forcing us to list and document all configuration keys introduced
• step running upon tagging a new release to update the supported versions per language in the registry
  • new keys are tagged with from vX.X.X
  • dropped keys are tagged with to (previous tag)
