New menu inaccessible at smaller window sizes

What happened?

Menu inaccessible; placement prevents use of lower buttons.

Steps to Reproduce

1. Use a small window size (not fullscreen)
2. Open new menu
3. Open help submenu
4. Observe clipped menu

This is a known UI limitation: the new menu and its submenus can become inaccessible or clipped at small window sizes because their placement relies on static CSS and does not dynamically adjust to the viewport. The menu rendering uses the PrimeVue TieredMenu component, and submenu positioning is set with fixed offsets (e.g., left: calc(100% + 15px); top: -4px;), which can cause overflow issues if the menu doesn't fit on screen. There is no built-in logic to keep menus within the viewport, and the responsive CSS classes (.lt-lg, .lt-md, etc.) may not always trigger as intended, especially if the parent containers are missing these classes or if the breakpoints don't match your device size. As a result, submenus may overflow off-screen and become inaccessible on smaller windows or when zoomed in see code details.

Recent updates have improved menu organization and added a "small mode" for the side toolbar, but there is no comprehensive fix for submenu overflow or clipping in the main menu at small window sizes PR #4946. No official workaround exists yet. For now, resizing the window or using the sidebar menu (if available) may help as a temporary workaround. Robust handling would require adding logic to keep menus within the viewport or improving the responsive CSS for the menu containers.
