[EXAMPLES] Add an Intlayer example

1. Showcase an i18n solution called Intlayer
2. Present the per-component part of the toolkit
3. Show differences between server and client components

Background

Intlayer is a per-component i18n toolkit. I have prepared a demo example app but before I add a PR I wanted to open this discussion thread to make sure it is wanted.

Proposal

The demo app showing two (one server, one client) components and their separate dictionaries is ready. Me and @aymericzip would like to ask for a permission to proceed with adding a PR.

I saw the maintainer also made a PR to the docs the other day. Generally, it is easier for everyone if the library hosts their example. We link to intlayer in the docs, so users would be able to find the example over there. This is because, otherwise, we have to maintain the example, and there are lots of examples to take care of.

I think it would be best to add this information to the Contribution Guidelines then, as in the past there were clear instructions for adding examples (as visible in the walkthrough video) but they were removed in this commit. This will ensure that people wanting to add a new example won't start an unnecessary feature request, like I might have just done 😅
