It'd be good to be able to run tests on Windows Server Core 2025.

Currently this is blocked on

Optimally, we could ditch chocolatey and use winget instead, although this is not a hard requirement for 2025 support. Tracking here so we can checkpoint where things are at on winget side when ECS gets Windows 2025 support/AMIs
